Just ask the taxi driver that you need to exchange cash. Their rates are better than airport money changers. Like what Keg said, change enough for your few hours expenses in PHP at Changi Airport. The exchange rates in Changi Airport is usually bad.
We are going into Singapore - Lucky plaza area and Mustafas in little India,the rate there today AUD to PHP is 42, which I thought looked pretty good.

As for Lucky Plaza, their rates are also good but ask around. The difference among shops in Lucky Plaza can be as high as P2. This one in Lucky plaza too, but not kept up to date.
